๐ TANNER Transport Update | Week 41
The most important transport and logistics news of the week โ short & concise.
๐จ๐ญ SWITZERLAND: LSVA DEFINITIVELY APPROVED
On 2 October, the Swiss Federal Assembly definitively approved the further development of the LSVA heavy vehicle charge.
The key points:
โก Electric trucks will remain fully exempt from the LSVA until the end of 2030.
๐ From 2031 onwards, they will gradually be integrated into the LSVA system through annually decreasing discounts.
๐ From 2035, the full LSVA will also apply to electric trucks.
๐ Future vehicle reclassifications must be announced seven years in advance.
An automatic inflation adjustment as well as higher LSVA rates for EURO 7 vehicles were rejected.
๐ For shippers:
In the short term, this provides greater planning certainty. In the medium and long term, however, the LSVA will remain an important factor in Swiss transport costs.
โฝ DIESEL & RHINE REMAIN IN FOCUS
ASTAG updated its diesel price information again on 1 October and refers to the significant disruptions affecting international energy markets and supply chains as a result of the Middle East conflict.
ASTAGโs demand for the Federal Council to examine temporary relief measures remains in place. These include possible tax credits on fuel costs, relief on charges and fees, and an adjustment of the KBOB index.
At the same time, low water levels on the Rhine remain problematic. Switzerlandโs National Economic Supply organisation continues to describe navigability as significantly restricted.
๐ For shippers:
Continue to closely monitor fuel costs as well as available Rhine, rail and road capacity.
๐จ๐ญ๐ฆ๐น NEW CUSTOMS PROCEDURES IN THE RHINE VALLEY
Since 1 October, new procedures have applied to commercial goods traffic between Switzerland and Austria.
The changes are due to the introduction of Smart Border Austria and the transition to Passar 2.0.
Among other things, import customs clearance in Wolfurt is no longer available. At the same time, digital and automated customs procedures are being further expanded.
The changes particularly affect traffic via:
๐ Schaanwald
๐ Oberriet
๐ Kriessern
๐ Diepoldsau
๐ Au
๐ St. Margrethen
๐ For shippers:
Before CHโAT transports, drivers, carriers and customs agents should check which border crossing is to be used and which new customs procedure applies.
๐ฉ๐ช GERMAN SEAPORTS: STRIKE RISK REMAINS
The ballot on possible indefinite strikes at German seaports has been completed.
Ports potentially affected include:
โ Hamburg
โ Bremen / Bremerhaven
โ Wilhelmshaven
โ Emden
โ Brake
According to currently available carrier information, no new strike action has yet been confirmed.
๐ However, the risk remains.
๐ For shippers:
Monitor German seaports closely and keep alternative routings via other North Sea ports in mind for time-critical shipments.
๐ฎ๐น ITALY: NEW SERIES OF STRIKES IN FREIGHT TRANSPORT
Several industrial actions have been announced for the coming two weeks and may affect SwitzerlandโItaly traffic.

regional shutdown of road freight transport in Calabria
๐ For shippers:
Rail and intermodal transports between Switzerland and Northern Italy in particular should be planned early, with possible shifts to road transport taken into account.
๐ HORMUZ: ATTACKS INCREASE AGAIN
The Strait of Hormuz currently remains one of the biggest risks to international supply chains.
Since 2 October, daily attacks or incidents involving vessels in the Hormuz area have again been reported. Reuters reports at least seven recent incidents.
At the same time, oil, LNG and chemical traffic continues to move through the region at high levels.
โ ๏ธ It is precisely this combination that increases the risk of:
๐ข war-risk surcharges
๐ฐ higher insurance premiums
โฑ๏ธ schedule and routing changes
โฝ rising energy and fuel costs
๐ For shippers:
Continue to closely monitor shipments linked to the Persian Gulf as well as the resulting impact on energy and transport costs.
๐ก TANNER LOGISTICS ASSESSMENT
This week, five points are particularly important for us:
๐จ๐ญ LSVA provides greater planning certainty
๐จ๐ญ๐ฆ๐น take the new customs procedures in the Rhine Valley into account
๐ฉ๐ช continue to monitor the German port strike risk
๐ฎ๐น plan Italy-bound transport early
๐ Hormuz remains the biggest global security risk
For shippers:
โ
plan early
โ
secure capacity
โ
check customs procedures
โ
monitor strikes
โ

๐ IN BRIEF
๐จ๐ญ Electric delivery vehicles:
Since 1 October, electric commercial vehicles up to 4.25 t have been legally brought more closely into line with conventional delivery vans. Among other things, the tachograph requirement no longer applies under certain conditions in Swiss domestic transport.
๐น๐ญ Thailand:
Flooding continues to disrupt inland transport around Bangkok and Lat Krabang. The container train between Lat Krabang ICD and Laem Chabang was recently interrupted, and backlogs also remain in air cargo.
๐ซ๐ท France:
French road transport associations have announced mobilisation measures from 21 October due to high fuel costs. This is not yet a confirmed nationwide strike.
